Desde hace más de dos décadas, los EEUU han ido reduciendo sistemáticamente sus presupuestos de Defensa. Libres de la amenaza de una confrontación global con la URSS y sus aliados del Pacto de Varsovia, los EEUU han dedicado grandes cantidades del dinero de los contribuyentes a engrosar sus escuálidos “gastos públicos sociales”. Pero, los EEUU son algo más que un “continente en sí mismos”, sólo sujetos a la globalización mercantil. Son el principal puntal de la Defensa de Occidente. Y son uno de sus dos polos o nodos vitales, activos, ideológicos y complementarios. Y el otro son las Europas occidental y oriental, unidas ahora por sus ansias de libertad y unos sistemas sociales y económicos imperfectos, pero asumidos y en desarrollo.

Desarrollo de la situación de debilidad.

En los años de la aplicación del Plan Marshall (conocido allí como el European Recovery Program, cuyo nombre se toma del general de cinco estrellas George Marshall, jefe del Estado Mayor del US Army durante la II guerra mundial y Secretario de Estado en 1947), para la reconstrucción y el desarrollo de Europa occidental, ésta se nutrió de las ayudas e inversiones estadounidenses. Y ante su voraz enemigo “ad portam”, que podría teóricamente cruzar las llanuras alemanas en unas horas y alcanzar Hamburgo y el Benelux, los europeos occidentales no tuvieron que realizar gastos relevantes para su Defensa. Europa la confiaba a los sistemas de armas y a los soldados de los EEUU. Los cuales, cubrían y amenazaban todo el bajo vientre del Imperio de los zares rojos. Formando estacionados un cordón protector aislante, desplegado desde el Atlántico norte hasta el Pacífico y creando alianzas estratégicas desde la OTAN a la SEATO (u Organización del Tratado del SurEste Asiático). Si queremos apreciar cuánto dinero y esfuerzo se ahorraron los europeos al poder prescindir de esos gastos inevitables de pura supervivencia, podemos ver un ejemplo. El peso abrumador de los gastos militares que soportó la URSS en sus dos últimos lustros, fue la causa necesaria, aunque no suficiente, de su asfixia socio económica. Y que la llevó al inevitable derrumbe en 1989. Un jerarca soviético de segundo rango llegó a aceptar más tarde que, “no teníamos ni para comer”.

Pero Europa también aportaba un contrapunto ideológico, un equilibrio psicológico y un magma socio cultural a ese “mutuo intercambio” transversal en Occidente. Que le daban a los EEUU continuidad, sentido y pertenencia a una tradición y una idiosincracia activa, emprendedora, expansiva, cristiana y milenaria. Que estaban enraizadas en los griegos, los romanos, la Revelación cristiana y las identidades y bagajes de los pueblos occidentalizados sucesivamente.

Esto contribuye a crear y adaptar continuamente la identidad colectiva de los EEUU y su razón de ser como “primus inter pares” de esa civilización actual. Y esta “doble ósmosis” de pensamientos, vivencias e identidades crea la moderna sociedad occidental, tal como la conocemos. Que, con todos sus fallos, errores y defectos sigue siendo la “identidad social” más adelantada social, política y económicamente. Y la que más derechos individuales y colectivos reconoce a sus ciudadanos y habitantes.

Ahora a los EEUU les pesa la púrpura y el mando en Occidente. Y, en la fase de repliegue de uno de sus ciclos vitales, han olvidado en parte su pertenencia a la civilización occidental “dependiente del comercio internacional”. Pero este mundo multipolar no es más seguro que aquél de los dos bloques antagónicos irreconciliables socio liberal y comunista, que desapareció hace casi tres lustros. Veamos varios ejemplos de “nodos” destacados en la actual “red multipolar” de naciones y sus asociaciones y alianzas. Una China expansionista, gobernada por un Partido único, que busca alianzas regionales, de momento solamente con intereses comerciales hacia los materiales escasos y estratégicos, con los países emergentes de todos los continentes. E intenta crear su “esfera de influencia y coprosperidad” de gran metrópoli en el Pacífico occidental. Una Rusia llena de contradicciones, una gran potencia que siempre ha reaccionado y se ha crecido ante los peligros y las dificultades vitales, con un protagonismo y una ambición crecientes. Los continentes suramericano y africano, en los que casi sólo la falta de unas élites dirigentes y eficaces, que son el antídoto contra la corrupción y la falta de inversiones estables, estorban y detienen una exuberante y sostenida expansión económica y social durante décadas. Un Oriente Próximo y un norte de África en plena ebullición social, que están guiados por una religión expansiva, global y excluyente en sus interpretaciones más vindicativas, más que por unos “brotes verdes” democráticos, que no tienen tradición en sus idiosincracias sociales.

Una Europa estacionada y burocratizada, muy adelantada tecnológicamente y desarrollada. Pero que está desganada ideológicamente y sin “ilusiones razonables”. Que la motiven e impulsen a la fase de motivación y expansión sociales de un nuevo ciclo. Y sin haber acometido a su tiempo, aún, la dificilísima integración de sus instituciones supranacionales. A la que se oponen pasivamente todas las burocracias nacionales y europeas, por su propio peso inerte existencial, y en razón a las complicaciones estructurales presentes y futuras y a las zonas de poder en juego. Porque sólo cuando la pertenencia a un ente social superior produzca beneficios sociales, políticos y económicos tangibles, será cuando los pueblos, las regiones y muchos de sus gobernantes aprecien, se interesen y prefieran la Europa Unida a una unión mercantilizada y amorfa de naciones europeas.
